Could I set my cam timing at TDC take the Belt off and Set my Crank at TDC to set timing? It's too off to the point where nothing else has worked.

Assuming you're talking about a B2200.

You need to set the crankshaft pulley at TDC first, camshaft rotates twice for each turn of the crankshaft.

Only then can you get the camshaft gear aligned to its TDC #1 and the timing belt on properly.

This link might help. After the camshaft timing is correct, then one can move on to ignition timing.

How come the crank has to be first? Is there a way to just turn the cam sprocket? My idea was to turn the cam to TDC then take the belt off and turn the crank to TDC
